NOTICE OF INTENTION TO SELL LAND

Horsham Rural City Council gives notice under section 114 of the Local Government Act 2020 of its intention to sell land at the Wimmera Agricultural and Logistics Hub (WAL Hub), Henty Highway, Dooen, shown on the registered plan of subdivision no. PS848949A, specifically:

  • Lot 3 (3.10 hectares
  • Lot 4 (2.987 hectares)
  • Lot 5 (2.019 hectares)
  • Lot 6 (2.175 hectares)
  • Lot 7 (2.090 hectares) and
  • S3 (40.51 hectares), being the land generally shown on the WAL Hub plan below and being part of the land contained in certificate of title volume 12434 folios 527-531 (inclusive), and 534 respectively.  (Note Lots 10 and 11 on the WAL Hub plan are indicative only and are proposed to be created out of the existing Lot S3 and the final lots created and sold may vary in size and/or dimension. Sales of these lots will be conditional upon registration of a plan of subdivision of Stage 3 with settlement to follow plan registration).

The proposal is that Council sell the separate parcels as shown for purchase by private treaty including:

  • purchasers that are engaged in one or more of the following: manufacture, processing, packaging, storage, transport, distribution and export of primary produce, raw materials or food products, service industries and ancillary uses;
  • for market value; and
  • in consideration of commitments from the purchasers for prompt development of the relevant lots.

As part of its community engagement process, Council is inviting submissions on the Proposal. Submissions must be in writing and received no later than 5.00pm, Friday 5 July 2024.

Submissions should be addressed to the Chief Executive Officer and must be clearly marked ‘SubmissionNotice of Intention to Sell Land – Stages 2 and 3, WAL Hub, Henty Highway, Dooen’ and can be either emailed to council@hrcc.vic.gov.au, hand delivered to the Council Civic Centre at 18 Roberts Avenue, Horsham, or posted to the following address:

Lodge a submission online

Any person requesting to be heard in support of their submission is entitled to be heard before Council (or its committee established by Council for this purpose), or represented by a person acting on their behalf, and will be notified of the time and date of the hearing.

All submissions will be considered public documents unless specified otherwise. Submissions form part of the public record of the meeting (including any personal information you provide) and may be appended to any future Council report, which are then published on Council’s website.

Following the consideration of any submissions, Council may decide to sell one or more of the specified lots in Stages 2 and 3, or not sell any of the land proposed for sale.
