Council Plan and key documents adopted

Horsham Rural City Council has adopted its Council Plan 2021-2025, Long Term Financial Plan 2021-2031 and Asset Plan 2021-2031, following a community engagement process.
The documents, which will guide the future direction of the Council, were adopted at Monday’s October 25 Council Meeting.
The Council Plan 2021-2025 sets out Council’s strategic directions for the next four years and was informed by a range of key documents including the Community Vision 2041.
This year, the Health and Wellbeing Plan requirements were integrated into the Council Plan and subsequently approved by the Department of Health and Human Services.
The Long Term Financial Plan 2021-2031 covers all aspects of Council’s role including the delivery of programs and services, building new infrastructure, as well as the maintenance of roads, footpaths, bike paths, buildings, and parks over the next ten years, while ensuring financial sustainability in the long term.
The Asset Plan 2021-2031 has been prepared to ensure that infrastructure assets support services that are not only sustainable and timely, but also appropriate, accessible, responsive to the community. Based on best practice, the Asset Plan will ensure the community receives the best value for money from Council’s asset management programs over the next 10 years.
Council developed the initial documents using deliberative processes with a Community Panel that also developed the Community Vision for 2041.
During that process, a major campaign was run called Horsham Talks that collected input and comments broadly from across all sectors of the community.
Horsham Talks received 937 responses through a range of engagement opportunities, such as online submissions, community conversations, on-the-street engagement, postcards quick responses, through the community satisfaction random telephone survey, and from listening posts at the Horsham Plaza and Jung Market.
The draft documents were placed on public exhibition from 24 August 2021 to 24 September 2021 and Council also undertook a series of Councillor listening posts during September.
