Committees

Our committees contribute to HRCC by providing advice on services or issues or by managing Council assets. 

Committees and the Local Government Act 2020

In 2021, following the implementation of the Local Government Act 2020, Council officers undertook an extensive review of Council’s Committee Structure to ensure it complied with the new Act. The review was conducted over a 12-month period and resulted in the adoption of a new Committee Framework Policy and Committee Structure in December 2021.

Review 2024

When the Committee Framework Policy was adopted, Council requested that a follow-up review of the new Committee structure occur post implementation of the policy. This review was undertaken in April 2024.

Types of committees

Community Asset Committee

Halls Community Asset Committee

Council's Halls Community Asset Committee is made up of dedicated community members who manage public halls on behalf of Council. This group is a formal committee under the Local Government Act 2020 and has an established terms of reference and a level of responsibility as delegated by the Chief Executive Officer.

Membership includes one representative from the following community halls:

  • Dadswells Bridge Hall, Western Highway, Dadswells Bridge
  • Hamilton Lamb Memorial Hall, 13 Kalkee Road, Horsham
  • Jung Hall, 28 Baker Street, Jung
  • Laharum Hall, 1586 Northern Grampians Road, Laharum
  • Mitre Hall, 1429 Natimuk Frances Road, Mitre
  • Natimuk Community Centre (NC2), 60 Main Street, Natimuk
  • Natimuk and District Solder's Memorial Hall, Main Street, Natimuk
  • Sailors Home Hall, 2472 Blue Ribbon Road, Murra Warra
  • Taylors Lake Hall, 2032 Horsham-Lubeck Road, St Helen's Plains
  • Telangatuk East Hall, 278 Dunstan's Road, Telangatuk East

Delegated Committee

Council can delegate certain powers to a Delegated Committee by an instrument of delegation.

Regulatory Committee

Council has regulatory committees which are governed by legislation.

Audit and Risk Committee

The Audit and Risk Committee is an independent advisory committee to Council and is a legislative requirement established under section 53 of the Local Government Act 2020. Its purpose is to provide appropriate independent advice and recommendations on matters relevant to the Committee’s Charter.

Municipal Emergency Management Planning Committee

It is a requirement of S59B of the Emergency Management Act 2013 (Vic) that Council must nominate the CEO or a Council Officer to be the Chairperson of the committee.

Community Reference Group (Project Committee)

A Community Reference group is established for a specific purpose with a defined timeframe and work program.  Representatives are skill based and/or representative of stakeholder groups.  Such groups often act as a focus group to test ideas and recommendations before wider community engagement.  The group may also review community feedback and provide advice or recommendations to Council. 

Central Activity District (CAD) Community Reference Group

The purpose of the group is to provide support advice and guidance to the project manager, consultants and Council for delivery of the CAD Revitalisation Streetscape Plan projects.

Additional Community Reference Groups are initiated for HRCC projects as required. 

Advisory Committee

The purpose of an Advisory Committee is to provide ongoing support and advice to Council relating to a service Council provides or the operation of a Council asset.

The Advisory Committee is not a decision-making body. Its role is to help identify key issues and provide advice to Council.
