Upgrade Horsham City Oval
The upgrade of facilities at Horsham’s premier sporting precinct has started following the completion of the Concept Plan(PDF, 8MB) for the precinct in 2021.
The community was a key part of the planning stages. The full list of community consultation activities are listed in the Engagement Report(PDF, 8MB).
The redevelopment of City Oval to a regional standard will enable regional AFL and cricket sporting events and other non-sporting events to be hosted. Upgrades will support growth in male and female sports including football, cricket and netball.
Stage one includes upgrades to the netball facilities, the development of a major events stage and construction of a new community facility with AFL compliant change rooms.
1. Netball Court Project
This $3 million project will redevelop all netball facilities at Horsham City Oval – to provide female friendly, compliant, competition standard, safe and accessible facilities.
This project has now been fully funded by the State and Federal Governments and work has commenced on-site and will be completed in the second half of 2024.
Key components of the project include:
Building two new compliant netball courts, including:
- Supporting shelters
- LED lighting to 200Lux level suitable for Wimmera League competition
A multi-use pavilion consisting of the following key spaces:
- Two main change rooms with amenities (44sqm and 42sqm)
- Accessible change room (12sqm)
- Three umpire change areas (8sqm each)
- First Aid/Medical room (16sqm)
- Social space, kiosk and pantry (59sqm)
- Office/Netball administration (55sqm)
- Equipment and storage space (40 sqm)
- Spectator (public) amenities X 3 (including an accessible toilet) (24 sqm), all with external access
- Canopy for external shelter (150sqm) – to provide a large undercover viewing area
- Mounding of viewing areas
- Landscaping and connecting pathways
- Environmentally Sustainable Design (ESD) element

2. Outdoor Events Stage
This $3million project is fully funded by the State and Federal Governments. Work has commenced on-site and will be completed in the second half of 2024.
- Raised outdoor stage with light bars.
- Rear street access for loading and unloading off semi-trailers through sliding gates on Hocking Street.
- Large screen to stream the live events next to the stage.
- Street works to enable patron parking, ambulance access and truck loading zone.

3. Community Pavilion
The $9.6million Project involves the construction of a new multi-purpose community pavilion and AFL compliant change rooms, food kiosk, ticket boxes and landscaping of main precinct entrance.
The project will replace ageing and non compliant facilities with infrastructure that will ensure Horsham City Oval retains its stature as Horsham's premier oval attracting key sporting and tourism events to the Wimmera region.
- Demolition of existing community facility, changerooms, kiosk and precinct area
- Construct a 487m community facility seating up to 200 with accessible amenities, catering and conference facilities and meeting space
- Construct a 447m multi purpose change rooms (AFL Compliant), amenities for umpires, medical room, storage, gym and public toilets.
- Construct a 218m covered verandah creating an all weather walkway between buildings and viewing area
- New North West main area to precinct including food kiosk, ticket box and landscaping
- Second ticket Box at southern entry to the precinct
- New South West entry to the precinct
