An Investment Attraction Policy provides strategies focusing on bringing new business investment to a community.

Purpose of Investment Attraction Policy

To establish a framework for the provision of business incentives applicable to either new business investment or the significant expansion of existing business in the Horsham Rural City Council area.

Relationship to Council Plan

The policy supports the Council Plan Goal 2 in "Sustaining the Economy and Environment" and key directions to "pursue opportunities for new development" and "cultivate opportunities for the Municipality to prosper".


Council continues to encourage business development in the Municipality, and offers incentives to new development through a range of assistance. The level of possible incentives available is influenced by the degree of economic, social and environmental benefits which the new development will bring to the Municipality, and the businesses ongoing and independent sustainability. Of primary importance to Council is the creation, retention and development of business and employment opportunities within the Municipality. Council will decide at its discretion the level of assistance to be offered to any new development.

What Council can offer Businesses

The Horsham Rural City Council has a strong commitment to creating a high quality business environment that develops new jobs, fosters innovation in technology and diversifies the economic base. Council provides a range of services to assist business development, including:

  • Identification of development
  • Sites Infrastructure advice
  • Assistance with planning processes to facilitate development approvals
  • Links to government, business and employment support programs
  • Access to statistical and general information, feasibility studies and other reports that may assist business.
  • Access to business and community network contacts such as Business Horsham, Wimmera Development Association and Grampians Tourism.
  • Access to people with skill and expertise in business development and marketing through its Wimmera Business Centre and the Wimmera Development Association.
  • Business incubator premises and services for eligible start up businesses at its Wimmera Business Centre.
  • Provision of serviced industrial land to meet demand at its Horsham Enterprise Estate and Burnt Creek Industrial Estate.
  • Initial and follow up meetings with major developers where required by Council's Developer Liaison Committee comprising Councillors and Senior Economic, Planning and Infrastructure managers and staff.
